二 |   这样“很实”的推介会在过去数年里举行了无数场,背后折射出的是肩负国家战略使命的临港新片区不断探索前行。  临港新片区正是以高水平开放推动高质量发展,经济规模实现跨越式增长。七年来,累计形成突破性制度创新典型案例196个,其中全国首创案例91个。过去的2025年,地区生产总值达到1366亿元,为成立之初的3.3倍;规上工业总产值突破4500亿元规模,规上服务业营收达到1187亿元,全社会固定资产投资累计完成7062亿元,其中工业固投连续4年占全市的比重约20%。  既是国家改革开放的“试验田”,亦是上海经济发展的“增长极”,站在“十五五”开局起步的新起点,临港新片区步履不停、接续奋斗。  制度创新不是简单地“开一扇门”  汇丰金融科技服务(上海)有限责任公司(下称“汇丰金科”)是落子临港新片区的内地首家外商独资金融科技子公司。该公司目前在临港新片区已顺利完成增值电信试点牌照申请和数据出境场景备案,打通了出海业务全链路。  澎湃新闻了解到,作为外资金融科技机构,汇丰金科原有业务面临多重瓶颈:境内传统合规路径难以适配自身业务属性,缺少官方认可的数据跨境流转渠道,服务内地出海企业缺乏有效数据支撑,无法精准研判企业海外布局诉求。  汇丰金科看重的正是临港因制度创新而带来的蓬勃发展潜力。

三 | 目前,临港新片区同时具备增值电信业务扩大开放、数据跨境流动先行先试、国际数据加工枢纽等多项国家级试点政策红利。  更关键的是,揭牌成立至今,临港新片区的制度创新早已不是简单地“开一扇门”,而是为企业系统性“拆墙铺路”。

四 | 简单地说,临港从企业的实际需求以及多样化诉求出发,将单一的政策创新串联成为可组合可叠加的政策矩阵,帮助出海企业在临港找到可落地的全方位政策复利。  就汇丰金科而言,临港新片区管委会多次开展专题沟通,为企业量身定制解决方案,最终讨论形成“增值电信叠加数据跨境政策”综合服务的业务突破口:通过增值电信试点牌照打破了外商独资开展跨境数字服务的资质准入壁垒,得以合规获得内地出海企业信息;通过数据跨境场景备案打通了数据合规出境路径,能够在被企业合法授权后,依规合规向香港汇丰总部跨境传输相关企业信息,从而实现其自身业务的合规高效发展。  类似的诉求和案例很多。“数据跨境服务中心是接触企业业务的一线窗口。

五 | 在当前出海业务蓬勃发展的大背景下,通过与企业交流并贴身服务,确实发现企业普遍存在综合性出海服务需求。”  临港新片区数据跨境服务中心专职工作人员苗凡凡向澎湃新闻记者提到,某汽车智能驾驶行业企业需要国际数据中心叠加数据跨境以满足其智驾模型出海需求;某具身智能企业则需要跨境经贸专线叠加数据跨境以满足其具身智能模型训练数据出海需求。  “结合日常遇到的企业出海业务需求,在现有数据出境合规备案基础上,临港新片区不断深化新片区国际数据经济产业发展服务,围绕企业实际业务需求,将服务范畴从单纯的数据跨境合规,延伸到涵盖数据跨境合规、国际数据中心业务、跨境专线及算力统筹等全链路的企业出海服务。”苗凡凡表示。  揭牌成立以来,临港新片区始终坚持以“五个重要”为根本遵循,把制度创新作为核心任务。最新数据显示,新片区已累计形成突破性制度创新典型案例196个,其中全国首创案例91个,100余项试点经验复制推广至上海或全国。  临港新片区最大的优势是制度创新,最核心的竞争力是高水平开放。而临港也在用多年的路径探索证明:制度开放不是宣言,而是可落地的制度供给;政策红利不是口号,而是可感知的服务实效;营商环境不是标签,而是可复制的临港范本。  不仅把企业引进来:“陪凤成长”2.0阶段  改革开路,产业立身。如果说制度创新是临港发展的“软实力”,那么硬核产业就是支撑区域腾飞的“硬脊梁”。  不久前的6月29日,两大集成电路项目在临港新片区同日开工,分别为芯港集成项目和盛合晶微东盛合芯三维集成(3DIC)芯片制造(一期)项目。  上海东方芯港集成电路有限公司成立于2025年11月,初始注册资本达55亿美元。

六 | 芯港集成项目一期总建筑面积约62万平方米,规划建成后将聚焦55nm-28nm平面工艺集成电路的研发与制造,为全球客户提供专业的集成电路代工服务。其中,一期项目计划于2026年第三季度启动建设,并于2027年底前交付使用。  盛合晶微东盛合芯三维集成芯片制造(一期)项目则计划总投资100亿元。当前全球AI算力需求持续爆发,3DIC是后摩尔时代公认的突破芯片性能瓶颈的核心技术路径。

七 | 该项目正是执行并落地盛合晶微“致力于发展先进的芯粒多芯片集成封装测试一站式服务能力”的发展战略规划,完善先进封装技术平台布局的重要一步。

八 |   稍早几天的6月24日晚间,长电科技公告披露,为进一步加快高端先进封装产能的战略布局,公司拟通过投资设立控股子公司,在上海临港“东方芯港”投资建设高端先进封测工厂。项目总投资为78亿元,其中拟设立子公司的注册资本预计为人民币40亿元。  宣布这项新投资前三个多月,长电科技旗下面向汽车电子与机器人应用的芯片封测工厂“长电科技汽车电子(上海)有限公司(JSAC)”在临港新片区刚刚正式投产。长电科技在投资者活动中透露,目前处于爬坡阶段,正加速设备引进和到位。重点主流汽车客户及具身智能方面新客户均在积极保持研发及产品导入联系。预计经历短期爬坡期后,从下半年开始产出规模逐步提升。  短短一周内,数百亿元的集成电路项目密集落地临港。“三大项目合计投资规模巨大,标志着临港集成电路产业正从‘集聚’迈向‘集群’的新阶段。”临港新片区管委会高科处副处长刘国舜对澎湃新闻记者如是强调。

九 |   毋庸置疑,在临港新片区的主导产业中,集成电路绝对是核心组成。据介绍,“十四五”期间,临港新片区集成电路产业共引进企业400余家,完成固投1170亿元、年均增速48%,产业规模达800亿元,引进各类人才3万多人。  其中,在集成电路制造环节集聚中芯东方、积塔等10余家企业,装备材料环节集聚中微、天岳等100余家企业,封测环节集聚长电、盛合晶微等企业,设计环节集聚寒武纪、地平线等200余家企业。估值超10亿元的集成电路企业有20余家,已上市或进入筹备阶段的有10家。

十 | 此外,作为上海市级特色产业园区、临港集成电路核心承载区,2020年10月正式揭牌的东方芯港集成电路综合性产业基地(下称“东方芯港”)产值集聚度则已超70%。  值得一提的是,过去临港在晶圆制造、特色工艺、设备材料端已经形成较强基础,随着包括芯港集成等在内的各大项目的相继落地,则意味着临港正在加快补齐先进封装这一关键环节,从“制造强”向“制造+封测”双轮驱动升级,产业链闭环更加完整。

十一 | 刘国舜同时还强调一点,上述三大项目相继落地,“也体现了临港在全球AI算力产业链中的战略卡位。”  发展至今,在刘国舜看来,国家战略叠加优势、完善的产业集群与产业生态、空间和场景优势以及政府服务专业高效构成了临港新片区对集成电路企业的综合吸引力。  以空间和场景优势为例,刘国舜提到,临港有相对充足的土地和产业空间,可以承载大型制造和封测项目,这是很多成熟地区不具备的条件。另外,临港本身集聚了智能汽车、人工智能、高端装备等产业,这些产业正是芯片的重要应用市场。“企业落地临港,离市场更近,更容易实现‘芯片+场景’的联动。”  不止集成电路产业,临港新片区四大主导产业实际上在齐头并进。除集成电路产业今年上半年产值增长17.9%外,民用航空重点推进大飞机产业园建设,新引进通航动力等项目,上半年产值增长45.3%;智能汽车推动上汽“尚界”H5车型下线销售,落地赛力斯上海研发总部等重点企业,上半年产值增长31.7%;高端装备继续加力储能及新能源装备发展,新引进融和元储、中国电气装备等重点项目,储能上半年产值增长了2.5倍。

十二 |   而随着产业成熟度的提升,临港新片区招商和企业服务的侧重点也已发生了深刻转变。刘国舜总结称,这种转变体现在从“招商引资”到“产业培育”的思维转变、从“单点服务”到“全链条生态服务”的体系升级,以及从“招商”到“投招联动”的模式创新。  “总体而言,我们已经从‘引进项目’为主,转向‘构建生态、提升能级、强化服务’为主,从‘筑巢引凤’的1.0阶段,迈向‘陪凤成长’的2.0阶段。”刘国舜强调,临港新片区不仅要把企业引进来,更要让企业留下来、长起来、强起来。  创新创业人才加速聚集:生生不息的活力  产业兴则城市兴,人才聚则城市活。  人才是城市发展的第一资源。依托广阔的发展平台、优质的创业环境、完善的人才政策,临港新片区持续释放人才集聚磁力,大批青年人才、高端人才、科创人才奔赴临港、扎根临港,年轻的人才队伍塑造了年轻的城市气质。  过去的2025年,临港新片区引进、落户人才5.12万人(次),同比增长18.8%。  值得一提的是,自去年以来,OPC浪潮掀起,这也成为临港集聚青年人才的重要抓手。上海云豹数翼数据有限公司(下称“云豹数翼”)的创始人王阳阳正是上海OPC落户第一人。2020年就来到临港的王阳阳在2024年创立了云豹数翼,并于去年首批签约入驻了临港“零界魔方”OPC社区,团队业务定位为“做AI的供应商”。  依托AI工具与全球化弹性协作网络,以一人或少数人团队为核心的“超级个体”(One Person Company,简称OPC)成为激活经济微观活力、孕育未来产业形态的关键力量。临港集团于2025年8月在全国首创“超级个体(OPC)288行动”,推出创业空间零租金、居住空间零租金2项核心举措,面向全国快速集聚青年人才。  澎湃新闻记者从临港集团方面了解到,截至今年6月底,零界魔方已吸引超330个团队、近千名创业者入驻,占全上海市OPC总量的近三分之一。项目集中在硬核科技、数字出海、文化创意三大赛道,其中硬核科技赛道占比52%,涌现芯擎宇能、奈如斯动力等明星项目,实现从“超级个体”到高成长企业的跃迁。社区90%以上为非沪籍青年,74%为40岁以下,70%为连续创业者,包括外籍人才,实现面向全国乃至全球引才。  临港新片区管委会数据处处长陆森此前曾强调,临港发展OPC并不是赶时髦,也不是心血来潮,临港对帮助年轻人的发展有着深谋远虑。  王阳阳告诉澎湃新闻记者,对初创阶段的企业而言,前期主要集中于研发,“办公免费租、公寓免费住,省下的资金可以全部投入到研发中,确实对刚起步的企业帮助比较大。

十三 | ”除了降低办公成本,临港的优势还在于人才政策。而除了落户,其本人还尤其看重大学生实习基地的相关政策。  临港新片区通过“小蓝鲸”计划建设大学生实习基地网络,该政策一方面面向用人单位,要求申请企业符合临港产业发展方向、经营规范并能提供有技术含量的实习岗位和带教计划;另一方面为实习学生提供全方位保障,按专科、本科、硕士、博士学历每月分别发放实习补贴等,各项补贴最长可享受12个月,优秀实习学生在落户时给予重点支持。  “数据业务其实还处于行业比较新的阶段,人才比较缺,我们现在团队在逐步扩大,所以正在考虑从即将毕业的本科生或研究生中招实习生,亲自带教一年之后,如果双方都觉得合适,那么就可以直接入职。

十四 | ”王阳阳认为,相比于直接外招或者应届生入职,大学生实习基地的模式可减轻公司人才培养成本,并且人才和岗位的匹配更精准。  不止OPC,临港新片区着力推进的“组团式”科创社区也在不断汇聚科创人才。

十五 | 目前滴水湖环湖区域四大科创社区已集聚企业超260家,入驻1万余人,其中今年上半年新增2300余人,主城区研发氛围愈发活跃。  中石油(上海)新材料研究院有限公司(下称“上海院”)2021年在临港挂牌成立,2025年7月份搬迁入驻位于临港顶尖科学家社区的研发中心大楼。澎湃新闻记者从上海院方面了解到,上海院作为中国石油集团在长三角布局的关键科创节点,肩负打造高性能化工新材料原创技术策源地的重要使命。  “滴水湖青创湾建设及其配套的人才引进、税收优惠、安家补助等一系列优惠政策,为科技创新提供优越制度环境,也为上海院高端人才引入提供了坚实的基础。”上海院相关负责人介绍,在临港管委会的大力协助下,上海院还与周边中国商飞、道生天合、芯密科技、上海集成电路材料研究院等一系列顶尖研究机构和企业形成产业协同。  截至目前,上海院汇聚了320余名高层次科研人员,其中70%以上拥有博士学位。

十六 | 其中,已有60人成功申领“临港菁才卡”,140余人次享受落户、外籍人才便利政策,191人享受安家补贴,人才归属感与获得感持续提升,已成为集团内部人才向往的研发高地。“在吸引和留住这些高端人才方面,借力临港特殊人才引进通道,构建落户、安居、服务一体化人才支撑体系,切实解决人才后顾之忧。”  根据临港新片区此前发布的“临港科创城”战略目标:计划通过5年努力,把临港打造成为上海科技成果转化的重要承载地、新兴产业发展的重要集聚地、新业态新模式的重要试验场和青年创业发展的理想家园。到2030年,建成10个国际一流的高能级实验室;打造4个千亿级产业集群;集聚各类创新创业人才10万名。  青年人才寻梦临港,临港也在持续补齐民生短板、完善城市功能、优化人居环境。让扎根于此的奋斗者兼顾事业与烟火生活,是这座年轻的城希望传递的理念。  8月18日首次公开亮相的全新商文体旅品牌超级运动汇、8月20日正式对外开放的临港主城区首个社区市民健身中心—小蓝鲸@邻舍(INS LINK)市民健身中心,都承载着临港新片区蓬勃产业之外的生活温度。如今的临港,产业高端集聚、城市功能完善、生态环境优美、人文氛围浓厚,既能承载重大产业项目、高端科创资源,也能满足群众安居、求学、就医、休闲的全方位需求。  夜幕降临,当临港地标“双子塔”前集音乐、光影、水舞于一体的城市夜景秀开始上演,水雾里有年长者在用手机记录,有儿童在肆意嬉闹,更有年轻人随着音乐即兴起舞。此刻,城与人双向奔赴、共生共长,为临港注入了生生不息的活力。  记者:贺梨萍  来源:澎湃新闻。
